Add notification when users earn badges. #17

Notify the users when they are given a new badge.

For the forseeable future badges are going to be added by an admin only when specifically asked for by the user, so this can be kept as a low priority feature.

I'm no longer working on the project - ask to reopen if you want to take over development.
