Not sure if it makes sense for Allied miners (perhaps speed and health buffs do), but certainly for Soviet miners, they could also rank in the original games.
Okay, soviet mineral I can dig( harvest?) But Chrono miners?

Related to my comments in https://github.com/OpenRA/ra2/pull/661#issuecomment-599254900. A lot of units that couldn't rank up in the original can rank up here. Only think that can't rank up is dogs, which was removed in the PR linked.
Played a game on master branch, and since a crate appeared near my harvester, i used it to pick it up. I thought i would get the credits, but i got a promotion one, and the harvester got promoted.
