Current power settings should be visible in LCARS format in open cockpit #96

The throttle limits, real-time actual motor power vs target power, etc should have a graphical representation within cockpit. Similar to the startrek lcars type interface with a picture of the ROV with graphs for the power settings along the sides and across the top for it.
