NIC IP変更検知機能Linux対応 #491

488 に関連して、Linux上のJavaではIPアドレス変更検知で使っている InetAddress.getLocalHost() がつねに 127.0.0.1 (lo) を返す。

これを、すべてのIPアドレスをリストアップし、変更があればそれを通知するように変更する。

Additional context 本変更はLinux版のみに適用する。
