Description of the Change

setup.cfg, pyproject.tomlを新設
setup.pyの内容をsetup.cfgで定義
setup.pyにてcmdclassで定義していた処理は別リポジトリのrtshell-shellsupportとして外へ出した https://github.com/OpenRTM/rtshell-shellsupport
- 別リポジトリとしての定義はrtctreeに倣った
- rtshell-shellsupport/custom/build.pyで定義
- このrtshell-shellsupport利用設定は、pyproject.tomlに記述

requires = ["rtshell-shellsupport@git+https://github.com/OpenRTM/rtshell-shellsupport","wheel", "setuptools"]
```
今回の修正で、バージョン番号を4.2.10へ更新
バージョン番号は rtshell/init.py で管理
rtshell-shellsupport定義時、直接distutilsをimportしている部分は、setuptools利用へ変更している

Verification

Linux環境の場合、下記コマンドでwhlファイルが生成されることを確認
```
$ cd rtshell
$ python3 -m build -w
```
このwhlファイルをTestPyPIからインストールし、下記を確認
- rtshellのスクリプト(rtact.py等)がWindows,Ubuntuの両環境でコマンドとしてインストールされる
- ビルドされたdoc(html, man)の確認
