We will aim to get an account with mailman3.com, waiting for the budget approval by the Board's chairman.
The service is available and a list/alias is created. Before setting this up and communication this, I'd like to test this with the TC first, also also clarify some of the assumptions/setting I've made.

Picking up a task from the last TC meeting (#37), this issue is meant to track the efforts of communication channels to and perhaps also within the TC.
It turns out things are a bit more complicated since framalistes.org is no longer accepting new mailing lists. There is framagroupes.org which provides a similar service, but with more limits. For instance, it's no longer possible that everybody can send an email to a list. Only list members can, otherwise, every email has to be approved manually by a moderator. That increases administration in our use-case.
Since the TC won't be the only group within OpenRail that may want to use a mailing list for several purposes, I would propose to find a mailing list provider who can offer this since self-hosting email things is becoming more and more complex.
For instance, I've found https://mailman3.com (EU-based) or https://www.mailmanlists.net (Australia-based) with different packages.
