Adds a new directory for a "handbook", and create a first chapter about all things concerning GitHub.
Note that a number of questions are not touched at all, e.g. who can/should be a maintainer, which permissions they shall have, and potential best practices for settings in GitHub, e.g. branch protection, reviews etc. But I think it's good for now.
