Draft requirements and template for project governance

Proposal:

Base project governance on the Minimum Viable Governance template: https://github.com/github/MVG/blob/main/project-docs/GOVERNANCE.md
Two roles: Maintainers and Contributors
- Maintainers decide about adding new maintainers and steer the project, documented in MAINTAINERS.md
- Contributors is everybody who is contributing to the projects
Additional template files to create:
- LICENSE, default to Apache-2.0
- CONTRIBUTING, welcome contributions by everybody, maintainers decide about accepting, can delegate that to trusted contributors, DCO required
- CODE_OF_CONDUCT, use https://www.contributor-covenant.org/
- README, overview of project, lifecycle status, info how to get started with project, links to further resources(license, contributing, code of conduct, OpenRail Foundation)
