Extensions proposed by the English Local Government Association (LGA) and the local government OpenCommunity project to the OpenReferral standard for human services data. OpenCommunity proposed adding UPRN (unique property reference number). It was excluded from the initial Open Referral UK schema because of non-open licensing of UPRNs.

However this GeoCommisison blog and this GDS blog say that UPRNs will be open from July 2020.
I therefore propose we add them as optional but encourage their use.
