Add organization_id to the funding table #25

iStandUK has suggested as a ‘could’ enhancement that we add an ‘organization_id’ to the funding table so that the funder can be queried. This then matches to the original LGA proposal for ‘commissioner’.

This property exists in the full international HSDS structure so can easily be added as optional.
