Remote Laboratories Papers #22

We will have two remote labs for transponder work and we need to get up to speed on how it's been done in the past, how it can be done now by talking to vendors, and what we might be able to create ourselves (custom hardware and software) to make the test environment work remotely.

There is some effort here to advance the state of the art due to COVID-19.

I found three papers about remote labs in educational environments, and added them to the Papers repository with this pull request.

In addition to this, I'm reaching out to professors I know to see if any of them have done anything like this. Some informational interviews should happen, and we might start to see some design patterns develop.

GitHub tries to use the first line of a commit comment as the title, so it’s a best practice to keep them short, like 50 characters max. The recommendation also calls for hard-wrapping the body text at 72 columns.

I wonder if we need to do something to indicate what license applies to these external papers we have copied. Probably not all of them are under the GPL3 license we call out for the repo in general.

The title is fixed but the body is still busted ... it starts in the middle of a word that was removed from the title!
