Plz add the Jupyter SPARQL and R kernels #9

Allowing for different kind of tutorials. The R kernel is useful for data analysis, while the SPARQL kernel will be useful for data integration examples (e.g to demo the service registry).

An R notebook is now present on the prod site. @egonw Do you have a preferred approach to providing a SPARQL notebook?
