TLS certificate #133

We are a security project, we should support https and TLS 1.2. Getting a certificate is costly but it seems https://letsencrypt.org is on a good path to succeed.

I have submitted open-scap.org into the beta test. I can't affect whether we get in or not but would like to track getting a generally accepted TLS certificate eventually.

I have setup TLS 1.2 certs for www.open-scap.org. That's all I want to track in this ticket.

open-scap.org would be great to fix up as well but it uses redirect.redhat.com which makes it problematic for me to set it up.
