Page SCE should name all the independent implementations of SCE #143

The SCE is implemented by two independent tools: OpenSCAP and jOval. I think it makes sense to publish this information on the SCE standards page. It may convince other SCAP vendors who are shipping their proprietary extensions that SCE is the way to go.

This is a valid idea, but not a priority right now.
