pip3 mysqlclient requires MySQL development headers to be installed.

Resolves installation error:

# pip3 install mysqlclient sqlalchemy sqlalchemy-utils
WARNING: Running pip install with root privileges is generally not a good idea. Try `pip3 install --user` instead.
