Break down 'migrate' into 'migrate-2.4-to-3.0' and 'migrate-3.0-to-3.1' #53

As we get closer to the release of OpenSIPS 3.1, so does the opensips-cli database migrate command get closer to being ambiguous unless we do something about it :)
