[diagnose] Fix receiving JSON-RPC from OpenSIPS 3.1 #70

With OpenSIPS 3.1 was changed module name from event_jsonrpc to event_stream
Module event_stream now accepts protocol 'tcp' not 'jsonrpc'
Listening interface was hardcoded to 127.0.0.1:8888 now it can be changed in config file.

I didn't change socket address family when address is IPv6, but event_stream anyway does not parse it correct. So it should be fixed from both sides :)
