Timeslices method uses a ratio of good time slices vs. total time slices in a budgeting period.

initial version launched and tested in PR https://github.com/SumoLogic-Incubator/slogen/pull/14 sample config used for testing : samples/openslo/ingest-lag-timeslice-budgeting.yaml
