Update to 0.8.0

Additions

• scatter_burst_data plot allows artibrary scatter plot plotting
• ax is now a universal keyword for burst_plot functions
• can now color bursts in scatter plots with kde based density color

Bug fixes:

• updated all uses of np.foat -> float per newer numpy typing styles
• switched to using setuptools_scm for version management
