autocomplete #11

implemented autocomplete using jquery-ui control.
switched to using free esri geocoder, reverse geocoder, and suggest (used arcgis-rest-js package for convenience).
separated JavaScript out into separate file for easier maintainability
removed incorrect syntax in the CSS file
