Currently the Description fields in info.txt files support Markdown but Note fields don't. We should support MD in these fields too, for consistency.
See OpenSceneryX/Library#77 for issue covering this in the library.
To support this, the note can no longer be a list item as list items will not be able to support everything that Markdown could include. So we should migrate this to an H2.
