Docs/Guideline: Create a new page for Meetings

At https://opensciencelabs.org/guidelines/list/, create a new item called Meeting, and inside there create a page for PyCafé+Talks Latinoamérica.

Into that new page, add all information about the workflow for creating a new event: eventbrite, gathertown, tweets, etc
