Select nodes to be displayed per zoom level #2

Not all seamarks should be visible all time. Use SQL queries to filter out the relevant nodes. See also https://github.com/OpenSeaMap/vectortiles-generator#setup-export-options

I think this is less important for now and could be optimized later. Zoom dependent visibility could be adjusted in the style for now.
