Fix outdated URLs for Dutch PWS and CML dataset

I updated the PWS data URL also in PWSQC_R_notebook/PWSQC_allscripts.ipynb not only in the PWSQC_R_notebook/PWSQC_minimal_example.ipynb.

The URL for CML data was change in the data_downloader function.

I checked and the PWSQC example notebook and the Dutch CML data download in the explore_datasets notebook now work correctly.
