ZIP Code data -- from geonames.org #69

Type of Feature:

Description of Feature Pull in Zip code entries from geonames.org as taggable text -- supported on-demand, not by default.

given the style of text it would make more sense to create "postal" index, apart from gazetteer index.

postal index created in ./solr; PostalGeocoder created along side PlaceGeocoder
