Setting water height via console causes a strange set of connection requests to other region servers #100

When we set the water height through the console, some regions display these errors. As if they are trying to talk to other servers and send them some information. This is from one region.

Note that not all regions I tested this on do this - but they all have the same config, robust servers as well.
