Rework Telemetry before #35.

[x] Change licensing of Contrib file to PD
[x] Make RaceRoom Contrib fields public
[x] Chage RaceRoom telemetry to use enums directly
[x] Change terms from UK to US English (though it looks horrible, it makes it consistent with most games and contributors 😿)
[x] Change types from .NET to C#
