Update OSITrace to be used in osi-validation #762

Add a description

Re-add cache_messages_in_index_range() and some minor variables that were removed in #783 to ensure compatibility with osi-validation.

Current OSITrace implementation will be used. We are going to make changes to osi-validation to use it: https://github.com/OpenSimulationInterface/osi-validation/pull/70
