There are some restrictions, that have to be discussed:

vote: Is currently visible for users in other meetings
meeting_user: Has a lot of fields in restriction mode A, that can be visible for users from other meetings

@rrenkert when do you have time to talk about the restrictions? who else should be in this discussion?

As described in #969, the superadmin in the restrictor is not locked out of a meeting. At the moment, the data is still sent to the client but is not displayed in most places. The data from a closed meeting should also be restricted for the superadmin.

As discussed:

The superadmin should go through the restrictor
The Orga Admin (and also the superadmin) should see all (most) data in meetings
New restriction mode meeting/E -> You can see the meeting or superadmin
A user can only see a vote, if he can also see the poll
meeting_user/A -> Only when user.can_see OR X==Y

Most of the points are merged with #1052

Still open is the superadmin and orga admin changes.
