Anonymous user (public access): changes needed #2641

The new feature for anonymous user needs some changes in the backend.

Please change the following aspects in the group permission table:

[ ] Group name: Should be changed from 'Anonymous' to 'Public'.
[ ] Group position after activation of the new feature: 'Public' group should be first in the group listing.
