Fix analog poll

Meta Issue for several bugs in the analog poll: (as a reminder analog poll are only possible for motions and elections)

List of bugs:

• A1) if an assignment poll is created then every option at the same time can be voted by the majority
• A2) if a motion poll is edited then every option at the same time can be voted by the majority
• B) general approval/rejection/abstain should have a field to indicate how many people chose these options
• C) if the 100%-Base is changed AFTER already selecting values for an option, then the selected value is forgotten when the poll is saved (meaning that the value visually stays even after changing the 100%-Base but the value will be empty if the poll is saved)

Wanted changes:

• [ ] A) only one option (per candidate/list) should be able to have the majority
• [ ] B) a field for general approval/rejection/abstain to give a numerical value to these options, like the normal yes/no/abstain numerical field (example picture below)
• [ ] C) the already selected values should not be forgotten if the option stays available, e.g. 100%-Base: Yes per candidate: say 5 for yes, now select Yes/No per Candidate, Yes as option is still available, so it should remember the 5

in regard to your proposals I have some thoughts:

• A) I do not see this as a bug. At our organization we often have the situation, where several candidates have to be elected „en bloc“ in a single ballot simply by hand signal or acclamation. So when having this type of election, the freedom of being able to register the majority of votes for several candidates all at once, is a very good feature. So for me, the removal of this feature would make things more difficult.
• B) I think, this is a good suggestion for a feature.
• C) I am sorry, but I was not able to reproduce the behaviour you describe.

A) My screenshot and phrasing was not clear enough. The ability to register the majority of votes for several candidates should remain. The possibility to register Yes, No and Abstain as majority votes for the same candidate should be removed:

C) How to reproduce:

1. start creating an analog election
2. voting method: Yes per candidate: select five votes for yes
3. change the voting method to Yey/No per candidae
4. select five for no
5. save and publish the ballot:

Important for the recreation of C is that the value for Yes is not reentered after changing the voting method
