Ongoing Voting process: prevent activation or deactivation of vote delegation/vote weight #3892

Current behavior In an ongoing voting process, it is possible to switch voting weighting or the transfer of voting rights on or off. This is a problem as manipulation is theoretically possible, as either people have different voting weights or voting rights are changed.

Wanted behavior It must not be possible to activate or deactivate vote delegation or vote weighting during an ongoing voting process (votes or elections). When saving, an error message should appear stating that this is not possible during an ongoing voting process.

This issue needs some conceptualisations if a poll is activated as long-polling
