@yangk Take a look at this pull request. With it you should be able to make changes to the webcontent project without having to restart Jetty. Let me know how it works.

@yangk Please give these new changes a try. On Windows looks like we will have to use Tomcat as opposed to Jetty. You shouldn't have to do anything special besides applying the patch and refreshing your projects.
