Sidebar: repeat .delegated #80

Similar code-duplication as #79 but now in the sidebar.

At index page, the tooltip element is nicely added:

<i class="fa fa-hand-o-right tooltip"><span><span>You delegated this subject area</span></span></i>

But in Unit-page, that class is missing: http://178.62.254.91/lf/unit/show/2.html

Please add!

I'm getting confused what we are after here. I don't see delegation info in the sidebar of the unit/show/2.html page...
