Changes

1) Updates to TestData.ipynb and build.py (L) 2) Notebook included for getting metadata from website (L) 3) Updated README to include figures (L) 4) Compression of 'hidden_state' (L) 5) Reordered sweeps by current step values (F) 6) Colored traces in figures by increasing current step values (F)

@vrhaynes We probably don't need to reshare the *.mat files in this repo, so could you remove them from the PR? Also there seems to be a mismatch between which mat files are included and which are used to generate the nwb files. Maybe one of the notebooks could check for presence of mat files and download if necessary?
