This PR puts the HeteroAbil directory and files as a subdirectory of surf3Dtime. This new surf3Dtime directory is where we want to put the dynamic Bokeh 3D visualization of the household distribution variables (c_{j,s,t}, n_{j,s,t}, and b_{j,s+1,t+1}) with an aggregate price path (e.g, interest rate r_t) and a slider bar to manipulate the time period.
