Part of #32

Creates the FAQ page. Here is a screenshot of the page:

Looks great. My only suggestions are to:

remove the University of Chicago logo and corresponding copyright mark from the bottom of the page
change the image at the top of the page to "OSE Lab" instead of "OSM Lab".
