Create Login Page #619

Description

We will need a front-end for people to log into the new control panel. This issue is a bit more open-ended because it relies on a lot of back-end work that will take some time to be completed.

Some things to work on:

We currently don't do anything in the way of front-end testing. If someone is feeling ambitious, I would like to implement something like Cucumber

I created a rough login page; I don't know what would be a good design on the side. Any suggestions? Also, should I attach a Figma file?
