NYC want to use both Google Translate widget and Smartling content delivery.

This PR contains :

Google Translate JS initialization
2 ENV variables to select the translation mode (google, smartling, both, none)
a RegExp detection for the routes used for Smartling and Google (both mode)
Automatic detection of a response headers when the Smartling subdomains are used
