Display the order of selected projects when voting (budget component) #494

User Story As a user, I want to order the projects I want to vote for so that it reflects my preference among them. My first selection means it is my favourite, my last selection means it is my least favourite among all my selection.

Acceptance criteria When I select a first project, I see it added to my basket with the number 1 right next to it. When I select a second project, I see it added to my basket with the number 2 next to it and so on. The vote confirmation overlay shows the same ordering right before I click on the confirmation button.

I close this one as it is supposed to introduce a raw version of Condorcet. A bit too raw to be able to answer the need. Moreover, other teams are working on new voting methods as we speak.
