Votes restricted according to categories #585

User Story As an admin I want to restrict a percentage of vote (vote per project) or percentage of budget (vote per budget) to one or several categories of my participatory process.

Acceptance Criteria When I configure my budget component within my participatory process, I select which vote method I want (vote per project or per budget). Once I have chosen the method I am proposed to pick a category within a dropdown and write a percentage next to it that sets the vote limit for this category.
