DWD Weather Provider #149

Please add the DWD (Deutsch Wetter Dienst = German Weather Provider) service.

@opensprinklershop I don't think the changes in the baselineEToData folder are expected, right? Some of the files are being deleted and they are required to generate the baseline information.

@opensprinklershop just so you know, I have merged this PR to the PR129 branch, which was your origin DWD PR. I know the naming is confusing, it's a branch caleld PR129: https://github.com/OpenSprinkler/OpenSprinkler-Weather/tree/PR129
