Fix #115: add support for {POWER_TO_WEIGHT} introduced by OpenTTD#10123 #116

OpenTTD#10123 introduced {POWER_TO_WEIGHT} and strings using it are currently considered invalid.

Edit: workflows needed an update but I think I'll let @TrueBrain handle deployment.yml and publish.yml

I split the actions part in a new PR, just as this problem is blocking dependabot issues too :) As for the other updates, they are not important right now, so I will check those out later.

As for this actually PR, I leave that for others to pass judgement on :D
