When removing a domain, mirror or onion from the repo, label it inactive #46

Add an "inactive" flag to the domain (and mirrors and onions) models. When a domain or mirror is removed, label that domain or mirror inactive. Remove it from display.

Inactive domains are still showing up on the home page as options to check. But at least they are coming back with no alternatives. (Fixed in commit: https://github.com/OpenTechFund/bypass-otf_proxy/commit/0a0da1fef9a2ec5b7e9387b1443ccde63fd75345)
