Add new domain via web interface #78

There isn't currently a way to add a new domain in the web interface.

Also, when adding a domain via web or command-line, make sure that to check the db, and re-make active if it exists.

This works on the web, but on the command-line, database adding is done via testing, which needs to change. See #50 .
