Domain Deletion on webform needs to inactivate domain, and remove from github #79

Right now, domain deletion just deletes the domain from the database. Domain deletion should inactivate the domain, and also remove the domain from github.

Also, domain deletion on command line needs to inactivate domain and all alternatives.
