Hexagon weird or confusing #29

Quoting one of our participants:

... "The solution for the function you have to write at the end of the 'functions with parameters' section is either wrong or the question is weird, since this function only works for up to six hexagons (and I have to admit I was too lazy to try and think of something that works for 7 and more) " ...

Maybe we should think up a different problem, this one feels especially contrived.
