Enlace: Add new functionality to save surveys as draft #226

From Enlace:

Could the save draft be a "floating" button that follows user on the right hand side of the screen? There would be no point in having users scroll to the bottom to save a draft. Leaving the submit survey at the bottom as it is is fine. We would not want data entry users to create and leave multiple surveys as drafts. Could we highlight drafts as yellow to further coax entry staff to complete it?

Highlight the yellow on the left column of the participant page.

Also as part of this functionality, we're removing the ability to edit completed surveys.

Also as part of this functionality, we're removing the ability to change programs on surveys. This doesn't work anyway due to another bug, and doesn't actually make sense when editing a draft.
