Create a vagrant for base setup #1

As is tradition, this first issue will functionally be "do all the things" -- luckily that's not too daunting in this case.

We want to create and document a development environment that is convenient to the developer and flexible enough to work on a variety of operating systems. The current torque stack is already well automated thanks to the existing ansible scripts.

We want to create and document a vagrant file + provisioning script (inspired by the one at Permanent). It should run the three "base" ansible tasks from torque-sites.

I considered also baking in an example competition setup on this PR, but have decided I'll do that in a separate PR.
