Add a TOC map for finalists

This PR adds a new TOC map which filters out any non-finalist pins.

Sorry I didn't look at this before. I do have a few comments. Do you want to do them in this PR?

Sure thing! I wanted to get it merged lest maps break in a future ETL; happy to make updates and open a new PR
